SEC Rule 606 has been given a new lease of life with a renewed version due to be implemented in October 2019 requiring brokers to provide greater transparency around how they route and handle customer orders.

While the rule goes back 18 years and hasn’t been enforced to any great extent, the amended version has serious implications for both buy-side and sell-side firms, although exactly what those implications will be remains to be seen as the SEC has not yet published final guidance.

Sourcing and managing data for Fundamental Review of the Trading Book (FRTB) compliance is no mean feat, but there are options and choices to be made as firms within the scope of the regulation build out compliance programmes ahead of its January 2022 deadline.

A panel session at A-Team Group’s recent FRTB briefing in London discussed these options and choices, focusing on the requirements of the Internal Model Approach (IMA) and the Standardised Approach (SA) and discussing their differing data demands, what each model means for capital requirements, and the impact it could make on products and trading desks. Diving into the detail of the models, particularly the IMA, the panel considered how to source all the internal and external data required for compliance, such as historical time series data for price observation associated with non-modellable risk factors (NMRFs), and high quality reference data for instrument classifications and market data to enrich trade data sets.

While FRTB compliance was described by one panellist as a ‘massive data management exercise’, the conversation also turned to the potential benefits of compliance, with another noting ‘If you are a large bank, the IMA is a huge data management burden, but the ability to normalise and link data together will extend way beyond FRTB compliance’.

Crypto technology is still in a ‘wild west’ phase, according to Simon Barnby, chief marketing officer at Archax Exchange and moderator of a panel covering institutionalising crypto technology at A-Team Group’s recent TradingTech Summit in London.

Barnby was joined on the panel by Stewart Calvy, business development manager at Gilbraltar Blockchain Exchange; David Nicol, digital assets at R3; Sebastian Higgs, director, business development at Vo1t Digital Custodian; and Gaspard Coudurier, ERP director at BSO Network Solutions.

The session kicked off with an audience poll that showed 53% of delegates saying they were very sceptical about crypto assets. It ended with a similar poll question that showed a very small reduction in the percentage of delegates saying, ‘all scepticism has been blown away, we will look into crypto trading’.

Bearing the first poll result in mind, the panel considered how trading crypto is different from trading other asset classes, what problems it presents in terms of technology, and how regulation is affecting time to market and causing hesitancy moving forward.

Beate Born, executive director of risk and regulatory management at UBS Wealth Management, led A-Team Group’s recent TradingTech Summit in London with an inspirational industry keynote on the outlook for risk, regulation and sustainability in 2019. The keynote considered the operational complexity of the finance industry and the risk of losses from inadequate internal processes or external events. On this latter point, Born noted escalating need to consider external geopolitical issues including Brexit, President Trump’s wall between the US and Mexico, regulations that are running out of control, increasing sanctions and fines, and the ever present threat of cyberattacks – and the complexity these factors add.

Born also discussed post-financial crisis protectionism and the influx of regulation and sanctions that followed, causing yet more complexity, despite industry desire for simplification. On Brexit, Born noted continuing lack of clarity and banks’ preparations for the worst case scenario of a no-deal Brexit that will take the UK out of the EU single market. She described the potential, but also the limits, of equivalence, bilateral and multilateral agreements with the EU, and the role of the UK Financial Conduct Authority (FCA) after Brexit.
